Light Boat Prince of Peace Sank in Mariveles Bataan, Two (2) Crew Members Still Missing
September 30, 2009

Light Boat Prince of Peace with 27.06 Gross Tonnage or 12.24 Net Tonnage, owned by Mariafe Fishing Company with five (5) crew members onboard sank at vicinity 800 yards of Talaga Beach, Mariveles, Bataan on Septemeber 28, 2009 at 12:15 AM. Said vessel was battered by big waves and strong winds while on their way home to Navotas Fishport, Navotas City from fishing venture in Bataan.

Reports from Coast Guard Station Bataan disclosed that a report has been made by the Coast Guard Detachment Mariveles informing the said maritime incident on September 28, 2009 at 4:50 AM. Upon learning the incident, personnel of CGS Bataan and Special Operations Group were dispatched with with complete diving gears to augment search and rescue team of CG Detachment Mariveles at 5:30 AM. The joint search and rescue team immediately proceeded to the reported scene of incident onboard F/B Good Shepherd of same company to conduct search and rescue operations.

Meanwhile, three (3) crew members were rescued by local fishermen and were identified as follows:

1. Noli Francisco - 31 years old - Sapang Palay, Bulacan
2. Avelino Alvarado - 53 years old - Muzon, Bulacan
3. John Ray Rhoda - 27 years old - Lucena City

Upon arrival of search and rescue team in the area, they immediately conducted surface search operations from the point of the reported incident extended to adjacent vicinity following the direction of the wind and current in the area. The ongoing rescue operation was hampered of prevailing sea condition in the area that made difficulty for the SAR team to locate immediately the two (2) missing crew members.

The other two (2) crew members who are missing up to this date are as follows:

1. Captain Carlos Repollo - 42 years old - Mindoro
2. Noli Vigelselya - 38 years old - Armaceli, Puerto Princesa, Palawan

At 7:00 AM, the joint SAR team conducted another surface search operation onboard F/B Good Shepherd, a sister boat of the ill-fated Light Boat Prince of Peace at vicinity of Conchino Point Palmonte Rock,Talaga Beach Resort and subsequently shorelines of Brgy Porto and Sitio Wain, Mariveles, Bataan for possible recovery of the two (2) missing crew members of ill-fated Light Boat with negative result.

CGSOG divers were not able to conduct underwater search operation due to strong current, big waves and strong winds that prevailed in the area. On September 28, 2009 at 3:00 PM, SAR team suspended the conduct of SAR operation due to bad weather condition in the area which was hampered said operation. Joint SAR team intends to conduct follow-up operation by tomorrow morning.

11 Persons Rescued in Limay, Bataan
September 30, 2009

Eleven (11) persons onboard Motorbanca Chelsea Lisse were rescued by a passing foreign vessel Motor Tanker Pretty Time, a Hongkong flag registered vessel enroute from Chiba, Bataan to PBRC, Limay Bataan at vicinity 10 nautical miles off Corregidor Island on September 27, 2009.

Reports from Coast Guard Station Bataan disclosed that a report was received from Vessel Traffic Monitoring Scheme (VTMS) Manila informing the station regarding the maritime incident in Bataan on September 27, 2009 at 7:17 PM.

Immediately, personnel of CGS Bataan made communication to M/T Pretty Time thru VHF marine band radio of a motor tug berthed at Lamao Port to verify and make initial coordination with subject motor tanker. Upon confirmation of the said report, Station Commander of CGS Bataan organized a rescue and retrieval team to rendezvous with Motor Tanker Pretty Time which at that time was bound for Lamao anchorage area, Limay, Bataan.

At 9:20 PM, seven (7) man retrieval team of CGS Bataan departed Port of Lamao onboard M/Tug Iloilo of Malayan Towage. Upon arrival at anchorage area, M/Tug Iloilo slowly approached Motor Tanker Pretty Time and went along side. Retrieval team went onboard said motor tanker.

The eleven (11) rescued persons were identified as follows:

1. Manuel Villaflores 38 year old
2. Enrique Acosta 29 year old
3. Ricky Bertania 30 year old
4. Jovert Insigne 37 year old
5. Ramil Insigne 37 year old
6. Tamani Apaling 32 year old
7. Jeffrey Valenzuela 27 year old
8. Ricarte Navarro 19 year old
9. Pelito Vuluntad Jr 30 year old
10. Helen Bertania 22 year old
11. John Mark Bertania 4 year old

Investigation revealed that on September 26, 2009 at 10:00 AM, the eleven rescued persons onboard their 28.87 Gross Tonnage cargo/passenger Motor Banca Chelsea Lisse appeared to Coast Guard Detachment Tilik and asked assistance in conducting search and rescue operations at vicinity waters of Ambil, Looc, Occidental Mindoro for the two (2) missing fishermen named Remuel Evangelista and Eddiemar Valenzuela, both residents of Tilik, Lubang, Occidental Mindoro who went out for fishing venture on September 25, 2009 at 5:00 PM. They were accompanied by one (1) CGDet Tilik personnel named SN2 Honorio Erna PCG.

While on the conduct of operations, subject motorbanca was severely hit by strong winds and big waves at vicinity 10 nautical miles north off Lubang Island which caused their outrigger to break and submerge into the water. Furthermore, said survivors stated that SN2 Honorio Erna PCG got lost from their sight when he immediately jumped into the water when the outrigger broke on or about 262000H Sept 09, but was last seen wearing a life jacket and holding another life jacket on his hand.

According to the survivors, before they were rescued by Motor Tanker Pretty Time, they were neglected by a passing outbound vessel coming from Manila named M/V Epsilon Gas on September 27, 2009 at 10:00 AM.

All eleven (11) rescued survivors were brought by CGS Bataan personnel to DND, Arsenal Hospital, Camp Antonio Luna Limay, Bataan for medical check-up and were assisted by two (2) ambulance provided by Brgy Lamao Chairman Cesar Cañete. CGS Bataan has already coordinated with Motor Tanker Cecilia Luisa and intends to have all said survivors be brought to Mabini, Batangas.

4 FISHERMEN RESCUED IN LA UNION
September 28, 2009
All of the four (4) rescued fishermen received medical attention from the District Medical Officer and City Health Office.
The District Medical Officer, LCDR FRAN EDEN MC PCG, giving critical incident stress debriefing to the survivors.

Four Filipino fishermen onboard Motorbanca John Mark were successfully rescued by a foreign vessel M/T Seri Bijaksana, a Malaysian oil tanker vessel enroute from Malaysia to Korea with some Filipino crew onboard on September 27, 2009 at vicinity waters of La Union.

Captain Athelo Ybanez PCG disclosed that Coast Guard District Northern Luzon received a satellite phone call from M/T Seri Bijaksana informing that they have rescued four (4) Filipino fishermen on September 27, 2009 at 3:45 PM. Captain Ybanez immediately coordinated with the master of M/T Seri Bijaksana the transfer/disembarkation of the rescued fishermen at San Fernando City anchorage area in La Union. Coast Guard Station San Fernando personnel on board M/T Stanford of Malayan Towage Corporation proceeded to the area to rendezvous the vessel. The rescued fishermen were turned over to Coast Guard personnel on September 27, 2009 at 10:40 PM. The survivors were brought to CG District Northern Luzon Headquarters and given medical attention by the District Medical Officer and the medical team from San Fernando City Health Office.

Initial investigation revealed that Mbca John Mark went out for fishing venture on September 23, 2009 at 4:00 PM. While on their way home to Bolinao, Pangasinan on September 25, 2009 at 8:00 PM, said fishing banca ran out of gasoline and her outriggers were damaged. For almost two (2) days, the fishermen managed to stay on board enduring the harsh weather brought by Tropical Storm Ondoy. They were drifted northward until they were spotted and rescued by M/T Seri Bijaksana at forty (40) nautical miles west of Luna, La Union.

The four rescued fishermen were identified as follows:

1. Orlando Baliton - 48 years old
2. Emelio Unto - 57 years old
3. Arthur Caasi - 37 years old
4. Sonny Boy Tagarino - 31 years old

All survivors are in good physical condition and will be sent home to their respective families tomorrow.

COAST GUARD DISTRICT NORTHERN LUZON APPREHENDS ANOTHER TAIWANESE FISHING VESSEL
September 22, 2009

Another Taiwanese fishing vessel (TFV) poaching into our country’s territorial waters was apprehended by the Philippine Coast Guard along the municipal waters of Cagayan.

Taking action on the directive of the Commandant Philippine Coast Guard, ADMIRAL WILFREDO D TAMAYO PCG, to intensify campaign against illegal fishing, the elements of the newly-activated Coast Guard Detachment Calayan conducted maritime patrol operations on 20 September 2009. The seaborne patrol was also in response to the report of local fishermen of Calayan, Cagayan of some sightings of foreign fishing boats fishing along their municipal waters. On or about 200700H September 2009, the seaborne team spotted and apprehended TFV QING XING BK-6705 approximately two (2) nautical miles East of Brgy Dilam, Calayan, Cagayan.

Said TFV tried to escape but the Coast Guard law enforcers pursued and intercepted the fleeing foreign fishing boat. On board the TFV were four fishermen-crew who are all Taiwanese nationals namely; LIU RONG TSAIR, GUU MING JONG, HUANG PING HO, and LEE E REN. Inspection of the vessel’s cargo hold showed a considerable volume of fishcatch of various Philippine species.

TFV QING XING BK-6705 was brought to San Vicente Fishport, Sta Ana, Cagayan. Appropriate charges for violations of the Republic Act 8550 or Philippine Fisheries Code of 1998 will be filed in court against the foreign vessel and crew.
It can be recalled that last May, two (2) Taiwanese fishing vessels were also apprehended by the PCG-manned BFAR patrol boats along the sea waters of Cagayan.

Coast Guard Recovered Drowned Victim’s Dead Body in Taytay, Rizal
September 21, 2009

Elements of Coast Guard Station Laguna de Bay recovered the dead body of Christian Jorali Dela Cruz, 6 years old and residing at Barangay San Juan, Taytay, Rizal on Septemeber 20, 2009 at 7:10 AM. The search and retrieval team found the victim surrounded by water lilies at approxiamately 50 meters away from the reported area where the drowning incident occurred.

Reports from CGS Laguna de Bay disclosed that relatives of the child victim reported the said incident on September 20, 2009 at 7:00 AM. Immediately, a Search and Retrieval team was dispatched onboard a multi-cab and proceeded to Kwatro Kantos Street, Brgy San Juan, Taytay Rizal to conduct search and retrieval operation. Upon arrival at the area, the team made coordination with the relatives of the victim to know the exact location of the drowned victim and immediately assumed surface and under water retrieval operation at the shoreline with Taytay Rescue team and civilian volunteers.

The cadaver was properly turned-over to his relatives and brought to funeral homes in Taytay Rizal for proper disposition.

Motorbanca King Jepoy Hits Floating Debris in Puerto Galera
September 21, 2009

Motorbanca King Jepoy 2 of 14.28 Gross Tonnage or 9.71 Net Tonnage, owned/operated by Mr Edgardo Ilagan, enroute from Sabang, Pueto Galera to Batangas with six (6) passengers onboard accidentally hit a floating debris while at vicinity waters off Sabang Bay approximately one (1) mile away from the shoreline on September 20, 2009 at 6:12 AM. The boat captain of the motobanca then decided to return to its port of origin.

Reports from Coast Guard Station Calapan disclosed that Mbca King Jepoy 2 arrived at Sabang Puerto Galera on September 20, 2009 at 6:25 AM and safely transferred all six (6) passengers, assisted by Coast Guard Detachment Puerto Galera to Mbca Renzo 2 Express and immediately
sailed to Batangas and arrived safely at said area.

The boat captain of Mbca King Jepoy 2 was advised to file a marine protest.

One Person Allegedly Hit by Lightning Strike Missing
September 21, 2009

An unidentified person onboard an unnamed motorized banca was allegedly hit by a lightning strike at vicinity Sitio Punta Luis, Brgy 100, Concepcion, Iloilo while enroute to Bangongon Island, Concepcion, Iloilo on September 19, 2009.

Reports from Coast Guard Station Iloilo disclosed that they received a telephone call from a certain Mr. Vincent Antiporda, Officer-in-Charge of Local Disaster Coordinating Council of Municipality of Concepcion, Iloilo reporting the said incident on September 19, 2009 at 7:15 AM.
Local fisher folks tried to locate the victim with his relatives but the latter was nowhere to be found.

Immediately, personnel of CGS Iloilo conducted search and rescue operation along the said area but yielded negative result.

SAR team advised local fishermen and residents of nearest coastal barangays to be on the look of subject missing person and report immediately as soon as possible to the nearest Coast Guard Stations and Detachments or proper authority if sighted.

Collision Incident of Two (2) Jetskis in Boracay Island
September 21, 2009

Two jetskis collided with each other at vicinity 500 meters from the shoreline of Sitio Bolabog, Brgy Manoc-manoc, Boracay Island on September 19, 2009.

Reports from Coast Guard Station Caticlan disclosed that certain Roderick Onsignado, Office Manager of Diamond Seasport appeared to the station and reported the collision incident on September 19, 2009 at 7:10 PM.

Initial investigation conducted by personnel of CGS Caticlan to Xu Dong Wei a Chinese national, single, 27 years old, temporarily billeting at Sands Resort Hotel Boracay Island revealed that he rented the jetski of Diamond Seasport and while on its operation in the area, he accidentally hit/bumped jetski Fig-18, also owned by Diamond Seasport area at vicinity Sitio Bolabog, Brgy Balabag, Boracay Island, Malay, Aklan resulting to the damages of said jetski.

Both parties agreed to settle amicably the damages incurred by the incident and Mr Xu Dong Wei paid the corresponding damages of the jetski FIG-18 in the amount of eighteen thousand pesos only (Php 18,000.00).

Coast Guard Leads Maritime Week Celebration
September 18, 2009

The Philippine Coast Guard will lead the week long celebration of the National Maritime Week from September 21 to September 27, 2009. The seven day affair themed as “Partnership in Addressing Maritime Challenges Toward National Development” is in line with the national maritime week’s mandate under Presidential Proclamation No. 556 of promoting the maritime sector and its undertakings and the seafarer’s welfare.

The celebration will kick off on Monday with the simultaneous blowing of ship horns nationwide and dressing of ships which will formally start the open house for Coast Guard vessels docked in Manila Bay. Other activities will be jointly undertaken by the water cluster of the DOTC(PCG/MARINA/PPA) in partnership with shipping companies, seafarer’s organization and maritime schools which include coastal clean-up, free medical and dental check up, motorcade, silent drill competition at the Mall of Asia, free concert and static display at Ocean Park in Luneta.

As part of the activities, Coast Guard will sponsor a children’s maritime treat for the benefit of orphans under the care of Missionary of Charity, Childhood Asia Philippines and Concordia Children Services. Over one hundred children ages 8 to 12 from the said orphanage will be treated for a day at the Ocean Park in Luneta. Coast Guard Search and Rescue demonstration involving ships, aircraft, rescue swimmers, marine environmental protection personnel and the Specialized Medical Assistance Response Team (SMART) will culminate the weeklong activities to be staged at the waters fronting the Mall of Asia in Pasay City.

Coast Guard Commandant Admiral Wilfredo Tamayo said that this year’s celebration also aims to raise the level of public consciousness on issues and concerns affecting maritime safety and the marine environment. Admiral Tamayo added that the maritime sector should find ways to integrate efforts in preparing for the effects of new challenges in the maritime front as it impacts maritime activities in the country. Admiral Tamayo cited globalization, technological advancement, climate change, transnational crimes, oil and mineral explorations at sea and competing needs over marine resources as among those challenges that need to be addressed.

Passenger Drowns At Tangos River
September 17, 2009

A passenger of fishing boat while enroute at the vicinity of San Roque, Navotas City, Tangos River was drowned at 11:40 am September 15, 2009 .

Initial reports received by Coast Guard Action Center Manila revealed that on about 6:00 am September 16, 2009, CG Det Tangos received the information from a certain Elvira Remigio 48 yrs old, of Barangay Apugan, Tangos, Navotas City about the drowning incident. According to the informant, Junbert Diamante, 29 years old, a resident of Barangay Apugan, Tangos, Navotas City fell overboard from the said fishing boat and failed to re-surface.

On 6:40 am September 16, 2009, personnel of Coast Guard Detachment Tangos together with one (1) team SOG headed by PO1 Wilson Duco PCG proceeded at the scene onboard a rubber boat and conducted search and recovery operation. The dead body of the victim was immediately recovered and was properly turned-over to PO3 Resty C Castillo PNP, duty investigator of Navotas City Police in the presence of relatives of the victim for proper disposition.

Fishing Vessel Jacklyn Catches Fire at Calavite
September 17, 2009

Fishing vessel Jacklyn owned by Poseidon Shipping with 400 GT caught fire at vicinity Calavite passage at around 9:15 pm September 16, 2009.

Initial reports received by the Coast Guard Action Center Manila revealed that CGDet Calatagan received text message at around 8:53 pm from Police Inspector Manalo, PNP Commander of Lubang Island regarding the fire incident.

Coast Guard District Southern Tagalog personnel contacted Mr. Carlos Remolino, Liaison of Poseidon Shipping, informing the latter that the said fishing vessel encountered minor fire onboard vicinity Calavite passage while enroute from Manila to Palawan.

The fire was declared under control after twenty minutes by the crew of the said fishing vessel using a fire extinguisher. All crewmembers onboard were safe and continued their voyage to Palawan.

29 Passengers onboard LCT Island 1 Brought to Safety
September 17, 2009

29 passengers and 7 rolling cargoes onboard LCT Island 1 enroute from Hagnaya Wharf, Cebu to Sta Fe, Bantayan Island, Cebu were brought to safety on September 15, 2009. Said vessel departed Hagnaya Wharf on September 15, 2009 at 5:30 AM and encountered engine trouble at vicinity approximately 50 meters away from Hagnaya Wharf.

Commodore Rolando Dizon disclosed that the Master of the vessel, Captain Leopoldo B Andales reported to the incident to Coast Guard Detachment Hagnaya on September 15 at 7:00 AM.

According to Captain Leopoldo, his Chief Engineer conducted inspection and found out that cross bearing of starboard main engine was damaged. Master of said vessel decided to return back to Hagnaya Wharf for safety of vessel/ passengers and cargoes onboard and to conduct repair.

At 6:00 AM, LCT Island 1 properly docked and secured at said Wharf, all passengers and rolling cargoes onboard were disembarked safely and transferred to her sister ship MV Roro 1 and departed at 6:30 AM bound for Sta Fe, Bantayan Island, Cebu.

Further, the Master was advised to file a Marine Protest.

Superferry 1 Catches Fire at Pier 15
September 15, 2009

Superferry 1 caught fire while berthed at Doña Macapagal, Pier 15, South Harbor, Manila at around 03:55 am, September 15, 2009.

Initial reports received by the Coast Guard Action Center Manila revealed that Port State Control Center received radio call thru VFH channel 16 at around 03:10 am from an unnamed crew of Superferry 1 regarding the fire incident. Immediately, personnel of PSCC alerted PCG personnel at pier 15 and called-up Intramuros Fire Department for immediate fire fighting operations.

The fire was declared under control after forty five minutes of firefighting operations with the help of fire fighters from ATI, Intramuros Fire Department and fire fighters from Brgy. 20 Zone 2, District Tondo, Manila . Crew members of SF2, SF12 and SF9 also helped in the fire operations.

Initial investigation of the fire department disclosed that the fire started at the galley of the said vessel. Further investigation will be conducted by Arson personnel of the Department of Interior and Local Government (DILG) Intramuros Fire Department.

11 Fishermen Rescued in Ilocos Sur
September 11, 2009

Eleven (11) fishermen were rescued by a foreign vessel M/V Longxuyen, a Vietnam-registered flag vessel while passing through the seawaters of Ilocos Sur on September 10, 2009 at 7:30 AM. Said fishermen were onboard Motor Banca Marvin-4 which capsized at vicinity 20 nautical miles due northwest of Bolinao due to big waves and strong winds.

The Coast Guard Action Center received the distress message from a certain Nguyen Dang Khoa, Duty Officer of Vietnam Maritime Rescue Coordinating Center (MRCC) that M/V Longxuyen has sighted the distressed motorbanca and subsequently rescued the eleven fishermen. Upon learning of the incident, Coast Guard District Northern Luzon Commander Athelo Ybanez immediately contacted M/V Longxuyen and coordinated for the safe transfer of the rescued fishermen.

On September 10, 2009 at around 2:40 PM, M/V Longxuyen arrived at San Fernando City anchorage area where the said transfer was effected. Coast Guard Special Operations Group personnel onboard two rubber boats and Quarantine service boat proceeded to the area to rendezvous with the vessel.

Informal investigation revealed that the eleven fishermen onboard M/B Marvin-4 went out for fishing venture on September 5, 2009 at 10:00 PM. On September 8, 2009 at 3:00 AM while on their way home to Bolinao, Pangasinan, they encountered big waves and strong winds causing the motorbanca to capsize. For more than forty eight (48) hours, the fishermen managed to cling to the capsized motorbanca and were drifted northwards until they were spotted and rescued by the passing M/V Longxuyen enroute from Pusan, South Korea to Bintulu, Malaysia on September 10, 2009 at 7:30 AM at twenty five (25) nautical miles west of San Esteban, Ilocos Sur.

The eleven rescued fishermen were all residents of Brgy. Bolinao, Pangasinan and were identified as follows:

2. Alejo Caiga 28 years old
3. Ray Mark Suarez 14 years old
4. Dennis Pati 27 years old
5. Jonipher Javier 31 years old
6. Danny Boy Careg 17 years old

Coast Guard: “190 Passengers of M/V Lapu-Lapu Ferry 8 Brought to Safety”
September 9, 2009

One hundred seventy six (176) adult passengers and fourteen (14) children onboard M/V Lapu Lapu Ferry-8 enroute fom Port of Cebu to Baybay, Leyte were stranded while subject vessel was navigating/ transiting at vicinity 7 nautical miles off Camotes Island
on September 7, 2009 at 8:00 PM. Said vessel encountered engine trouble due to low pressure of lube oil that caused her port main engine to overheat.

Cebu District Commander Rolando Dizon disclosed that the Master of the said vessel decided to returned back to port on September 7, 2009 at 11:50 PM. M/V Lapu-Lapu Ferry 8 arrived at Pier 3, North Harbor, Manila onSeptember 8, 2009 at 1:20 AM where 97 passengers disembarked and refunded their ticket while 93 passengers (97 adults/ 14 children) opted to stay onboard. The remaining passengers onboard were served breakfast then disembarked and returned to their respective residences.

M/V Lapu Lapu Ferry-8 is a steel hulled passengers/ cargo vessel of 114.62 Gross Tonnage / 90.32 Net Tonnage with passenger capacity of 332 and 17 crews onboard, skippered by Capt Mario Desabille Jr (MAP) and owned/ operated by Lapu Lapu Shipping Lines.

Presently, M/V Lapu Lapu Fery-8 is conducting repair on her port main engine. Upon completion of the repair, they intend to conduct sea trial with MARINA report for the vessel’s seaworthiness for the issuance of Ship’s Safety Certificate.

Capsized and Abandoned Motorbanca Found in Roxas City
September 9, 2009

An unnamed motorbanca was found capsized and unmanned by two local fishermen at Sitio Nipa, Brgy. Culasi, Roxas City last Sunday, September 7, 2009. Said fishermen were identified as Juan Fatagani and Kevin Arado, owners/operators of Motorbanca Roselyn-1 and Roselyn-2 respectively.

Initial reports received by the Coast Guard Action Center in Manila revealed that Coast Guard Station Roxas received the information from a certain Melchor Acuyado regarding the incident. Immediately, personnel of CGS Roxas proceeded to the said area to verify the veracity of the report.

Investigation upon the two fishermen who found the capsized motorbanca revealed that while they were on their way for fishing venture, they sighted the capsized and abandoned motorbanca approximately eight (8) kilometers North of Culasi Point, Brgy. Culasi, Roxas City. They towed the capsized motorbanca to the shoreline of Sitio Nipa and secured the following upon arrival: Motorbanca’s propeller, rudder, engine (16 HP Briggs and Stratton), propeller shaft and six (6) bulbs onboard subject motorbanca.

Description of the unnamed motorbanca is as follows: colored blue waterline and white freeboard with yellow and red horizontal stripes. A sales invoice receipt dated 28 August 2009 addressed to Eril Roldan of Bachaw, Kalibo was found on the motorbanca. Coast Guard Station Roxas has sent Notice to Mariners to determine ownership of the said motorbanca and circumstances on the incident.

On another incident, Coast Guard Station San Jose received a report through cell phone call from a certain Vinancio Mallen of Sta. Cruz, Occidental Mindoro that an unnamed barge was found capsized in half-submerged position at vicinity four (4) nautical miles west off Sta. Cruz, Occidental Mindoro on September 8, 2009 at 12:30 PM. The report was confirmed by a certain Honorio Golongo, a fisherman and a resident of Brgy. Tayamaan, Mamburao, Occidental Mindoro at around 1:00 PM of the same date.

At around 1:30 PM, elements of Coast Guard Station San Jose onboard a hired motorbanca Quadro The Queen conducted search and recovery operations to subject barge but due to the bad weather condition, the team yielded negative results and returned to the station. The SAR team resumed the operations today, September 9, 2009. A Notice to Mariners was also issued relative to the said submerged barge as precaution for maritime traffic.

Coast Guard Detachment Lobo Rescues Four (4) Persons Off Batangas
September 9, 2009

Four (4) passengers onboard motorbanca Divine Grace drifting at vicinity waters off Barangay Malabrigo, Lobo, Batangas were immediately rescued by Coast Guard personnel of CG Detachment Lobo, Batangas.

Initial investigation disclosed that subject motorbanca Divine Grace is owned/operated by Edel Fruelda, one of the rescued passengers. The four (4) rescued passengers, all residents of Barangay San Antonio, Isla Verde, Batangas were identified as follows:

1. Edel Fruelda - 34 years old
2. Reymundo Amol – 45 years old
3. Sonny Cales – 33 years old
4. Madelyn Labay – 26 years old

The rescued passengers were transferred to motorbanca Sea Queen, sister company of subject motorbanca while subject motorbanca was towed by motorbanca Baby Cory Joy to Isla Verde for the necessary repair. On or about 061240H September 09, search and rescue operations terminated with no personnel casualty reported.

Six (6) Passengers Onboard Paraw RJ Rescued Off Boracay
September 9, 2009

Six (6) passengers onboard one (1) “Paraw RJ” owned/operated by Mr. Rolando Gardose of Barangay Samberay, Malay, Aklan, capsized due to strong winds and big waves approximately 300 meters away from the shoreline in front of the tourist center station 2, Barangay Balabag, Boracay, Aklan, were rescued and brought safely to shore by CG Station Caticlan together with Special Operation Group and FSWV personnel onboard PCG rubber boat, immediately upon receiving a telephone call on or about 071750H September 09, 2009 from a certain Ms. Belinda Maliksi, a member and life guard under PCG Auxiliary 609th Squadron Boracay, Malay, Aklan.

The six (6) passengers, all residing in Makati City and temporarily billeted at Fat Jemys Resort, Station 2, were identified as follows:

c. Mischaille Ruiz
d. Edwin Ruiz
e. Richmon Ignacio
f. Ian Obiniana

The team returned to proper station with no casualty reported.

Fourteen (14) Passengers Rescued Off Camotes Island
September 8, 2009

Coast Guard District Cebu Commander Rolando Dizon disclosed today the successful rescue of fourteen (14) passengers onboard Motorbanca World Big Four that capsized at vicinity Camotes Island on September 7, 2009 at 4:20 PM. The 14 rescued passengers composed of four (4) crew and eight (8) passengers of which 4 are Japanese nationals and 4 are Filipinos were rescued by a passing fishing boat.

Reports reaching the Coast Guard Action Center in Manila revealed that subject motorbanca departed Port of Cebu on September 7, 2009 at 11:00 AM enroute from Cebu to Baybay, Leyte. Said vessel capsized due to strong winds and big waves. One of the passengers namely Mr. Gary Legaspi reported the incident to the Coast Guard Action Center.

Upon learning the incident, Admiral Wilfredo D Tamayo PCG directed Coast Guard District Cebu to verify the reported incident and to conduct search and rescue as needed. Immediately, personnel of Coast Guard Detachment Camotes conducted SAR operations onboard a volunteered motorbanca at the said area to provide assistance to the distressed passengers and coordinated with the Naval Forces Central. Notice to Mariners was also issued to all vessels transiting in the area to be on the lookout for the said motorbanca and to render assistance as necessary.

At around 7:30 PM of the same date, a passing fishing boat F/B Fisto sighted the distressed motorbanca and rescued the passengers.

The fourteen (14) rescued passengers were identified as:

All rescued passengers were brought to Santiago Beach Resort, Brgy. Santiago, San Francisco, Camotes Island for medical check-up and all were found to be in good physical condition. The boat captain of M/B World Big Four was also advised to file a Marine Protest regarding the incident.

Maritime Incident Report re: MB Minham
September 7, 2009

At 9:40pm of September 5, a certain Jedalyn Lazaro 19 years old, married and resident of Kasalamatan, Jolo, Sulu reported to Coast Guard Station Jolo that MB Minham sunk at vicinity Maluso, Basilan Province. Subject motorboat is owned and operated by Hadji Puntukan Hamsiraji with business address at Alat Road, Jolo, Sulu.

Per initial investigation made by personnel of Coast Guard Station Jolo, subject vessel was enroute to Maluso, Basilan Province when it encountered engine trouble and was battered by strong waves that caused said motorboat to sunk 4:00pm of that same day. The twenty-eight (28) passengers on board were all rescued by the coastal residents of Maluso and were all reported to be in good condition.

Initial investigation further revealed that subject motor boat was unregistered and departed Jolo, Sulu bound for Maluso, Basilan Province at 9:00am of the same day without clearance from the PCG. CGS Jolo was directed to take necessary action against the owner/operator for said violation.

Maritime Incident Report re: MV HERA

At about 8:15pm of September 6, 2009, the Coast Guard Action Center received report from the Hong Kong Maritime Coordinating Center requesting for assistance to conduct search and rescue operations to a reported distressed vessel with the following description:

Per initial report received, one of the crew was able to call their office in Manila, stating that all the crew was able to board the lifeboat.

Immediately, Coast Guard Action Center directed Coast Guard District Central Eastern Visayas, Coast Guard Station Catbalogan, PCG-BFAR MCS 3003 and PCG-BFAR MCS 3008 to verify veracity of the reported incident, and issued Notice of Mariners to vessels transiting the area to be on the lookout for said vessel and lifeboat, and to render necessary assistance if sighted. PCG Islander 684 was also alerted for deployment to the area. Coordination was also made with PN and PAF units in the area.

As of 6:15am today, two helicopters of 505th SAR Squadron, Mactan, Cebu with tail numbers 512 and 516 took off to conduct SAR operations in the vicinity of distressed vessel.

As of 8:50am this morning, F/B Pilano-3 with PCG personnel on board is towing the Lifeboat of MV Hera at vicinity Bgy Sta Monica, Tubabao Island with four (4) Korean nationals and fifteen (15) Filipinos on board. Towing operation will take at least one hour before F/B Pilano-3 and lifeboat will reach Oras, Eastern Samar.

Additional PCG Search and Rescue (SAR) Vessels SARV 004, SARV 3501, SARV 3503, and one (1) PCG-BFAR Monitoring and Control Surveillance (MCS) have arrived at the scene to join the conduct of search and rescue operations. PCG Oil Spill response vessel BRP Corregidor (AE-891) was also deployed to assess and monitor any oil spill from the sunken MV Superferry 9. MV SF9 is believed to be still loaded with the following persistent oil products: 180 tons of residual fuel oil, 45 tons of special fuel oil, and 25 tons of lube oil. Aboitiz Transport System has tapped the services of the Harbor Star to join the oil spill assessment and monitoring.

The Philippine Coast Guard will continue to coordinate and oversee the conduct of search and rescue operations for the remaining unaccounted passengers/crew of MV Superferry 9 even during nighttime. More Coast Guard vessels will join the other surface assets already conducting the search and rescue operations in the area. Additional PCG vessels such as the BRP Batangas (SARV 004), BRP Romblon (SARV 3503) and BRP Ilocos Norte (SARV3501) will be arriving at the search and rescue area tonight. BRP Corregidor (AE 891) which came from Palawan and has marine pollution equipment and personnel on board will be arriving early tomorrow to monitor and be able to respond to any oil spill that may be coming from the ill-fated MV Superferry 9 which continuously listed to her starboard side early this morning and eventually sank some 9.5 nautical miles West of Banga Pt, Siocon, Zamboanga del Norte.

As reported by Commander Coast Guard District Northern Mindanao based in Cagayan De Oro City, Congressman Jalosjos has also ordered all mayors in the coastal municipalities of Western Zamboanga Peninsula to deploy available fishing boats and other floating assets to join in the search and rescue operations at the site and along the nearby shorelines. The PCG likewise continue to issue Notice to Mariners to all vessels transiting the area or in the said vicinity of the incident.

As of 062100H September 2009 and based from the reports received from the rescue vessels, a total of 926 survivors and 9 confirmed fatalities were recovered so far out of the 968 persons reportedly on board the ill-fated vessel when she departed General Santos City. Thirty three (33) are still unaccounted and is the subject of the on-going search and rescue operations.

The Commandant of the Philippine Coast Guard, ADMIRAL WILFREDO D TAMAYO PCG, has ordered the immediate convening of the Special Board of Marine Inquiry (SBMI) to conduct investigation on the matter. Commodore Rodolfo Isorena PCG, the Commander Coast Guard District Western Mindanao, will chair the SBMI.

Herein is an initial report on the maritime casualty incident report received by the Coast Guard Action Center on or about 06 0330H September 2009 involving MV Superferry (SF) 9, which reportedly listed to approximately 35 degrees towards her starboard side until she reportedly sank at vicinity 9.5 NM West of Banga Pt., Siocon, Zamboanga del Norte or at Latitude 7 degrees 30 minutes North and Longitude 121 degrees 55 minutes East.

INCIDENT DETAILS:

Based on information gathered on or about 05 0845H September 2009, MV SF 9 left Makar Wharf, Gen. Santos City bound for Iloilo City. Said vessel was recorded to have been carrying 968 passengers and crew.

On or about 06 0330H September 2009, the Coast Guard Action Center (CGAC) received information from the NDCC that MV SF 9 was incapacitated and was listing approximately 35 degrees to her starboard side and that the crew of the vessel were preparing the passengers to abandon the ship.

On or about 06 0440H September 2009, the Master of SF 9 reportedly declared abandon ship at vicinity 9.5 NM West of Banga Pt., Siocon, Zamboanga del Norte or at Latitude 7 degrees 30 minutes North and Longitude 121 degrees 55 minutes East.

Unconfirmed reports received reveal that the generator set of the ill-fated vessel went on and off.

SAR OPERATION:

Upon confirmation of the distress report, PCG thru the Coast Guard Action Center and CG District Southwestern Mindanao immediately launched Search and Rescue operations involving numerous government agencies, merchant vessels, PCG Auxiliary volunteers and ATSC to wit:

a) On or about 0340H, the following PCG Assets SARV 004, 3503, 3501, 003, 3502, AE 891, MCS 3009, 3002 and DF 316 were immediately placed on alert status and ready for dispatch. Likewise, the Philippine Navy and Air Force in Zamboanga City were informed and requested to deploy available sea and air assets for the search and rescue operations.

b) The PCG broadcasted Notice to Mariners informing all nearby vessels of the incident and directing those within the vicinity of MV SF 9 to render immediate assistance.

c) On or about 0520H, M/V Myriad, a containership owned by ATSC and MV Ocean Integrity, also a container ship owned and operated by Oceanic Shipping Lines arrived at the vicinity of the incident, and were the vessels who were able to render initial assistance.

d) On or about 0620H, the Sea Marshal Team, composed of four (4) personnel, on duty aboard MV SF 9 reported to the Coast Guard Action Center that almost 50% of the passengers were disembarked from the ship and boarded several life rafts.

e) On or about 0710H, PCG assets, AE 891 with oil spill response personnel and equipment onboard and MCS 3009 departed Puerto Princesa Port, Palawan for the SAR and oil spill response operations. It was learned that MV SF9 was carrying 200,000 liters of Industrial Fuel Oil, 80,000 liters Automotive Diesel Oil and 10,000 liters Lube Oil when she departed Manila for Iloilo and Gen. Santos City and supposedly until her return voyage from Gen. Santos to Iloilo and Manila.

f) Likewise, Coast Guard District Northern Mindanao reported that Cong. Cesar Jalosjos would deploy fishing boats and other pump boats from Sibuco, Zamboanga del Norte to assist in the SAR operations. Further, Red Cross volunteers from Dapitan will proceed to Siocon to render medical assistance to possible survivors in the locality.

3. All the survivors and casualties have been brought to Zamboanga City where Coast Guard District Southwestern Mindanao and ATSC management together with other cognizant agencies/ volunteers will formally account and render medical and other necessary forms of assistance to the survivors and families of the victims.

4. Upon completion and termination of the search and rescue operations, the PCG will recommend to the SOTC the immediate convening of the Special Board of Marine Inquiry that will investigate the circumstances surrounding this marine casualty.

Marine Pollution Experts from South East Asian Countries Meet on Hazardous and Noxious Substances Issues
September 3, 2009

Ten countries from Southeast Asia conducted series of Marine Pollution Prevention Workshop to enhance the regional cooperation in dealing with maritime accidents involving ships carrying hazardous noxious substances.

Admiral Wilfredo Tamayo, Coast Guard Commandant said that experts from Japan Association of Maritime Safety (JAMS) and the Japan International Cooperation Agency in partnership with the marine environmental experts of the Philippine Coast Guard spearheaded the seminar.

“Considering the growth of shipping activities in the country and with the growing transport of raw material for manufacture, the activity is very timely as the participants shared their respective experiences in handling maritime mishaps which also involved toxic chemicals” Admiral Tamayo added.

The activity which brought various local maritime stakeholders and government agencies involved in handling hazardous noxious substances particularly in Manila Bay also sought the establishment of a manual that will serve as guide in containing toxic chemical spillages. Lectures on the characteristics of HNS and its impact on the marine environment were provided. Table top exercise simulating a vessel that sank in Manila bay ensued to reinforce the lectures.

There were eight reported chemical related incident in the country. The most alarming is the case of Princess of the Stars that carried 10,000 kg of endosulfan. In 2006, Olavario said that chemical tanker Billy Star sank at San Fernando , Romblon with 1,270 metric tons of sulfuric acid while most recently cargo vessel MV Triumph was reported to have leaked chemicals with 98 percent solution of Nitric Acid while docked in Manila Bay .

The participating countries are Brunei , Cambodia , Indonesia , Malaysia , Myanmar , Singapore , Thailand , Vietnam and the Philippines .

Two Fishermen Rescued in Maasin, Leyte
September 3, 2009

Two fishermen were rescued by local fishermen at vicinity seawaters off Brgy Combado, Maasin City, Leyte on September 2, 2009 at 7:30 AM. The survivors were identified as Lando A Javier, 30 years old, owner/operator of MBca Stuart powered by Honda 6.5 HP engine and Marcelino D Lucinowner of an unnamed paddle banca both residing at Brgy Combado, Maasin City.

Commodore Rolando Dizon disclosed that personnel of Coast Guard Station Maasin received a report from port bystanders on September 2, 2009 at 7:15 AM that unidentified motorbanca capsized. Upon learning the incident, SAR team was immediately dispatched to proceed to the area to verify the veracity of said report and found out that subject motorbancas capsized at said area.

According to the survivors revealed that on September 2, 2009 at 7:00 AM, while on fishing venture at the vicinity seawaters approximately 20 meters from seawall of Maasin City public market, their respective bancas were suddenly hit by big waves and strong winds causing the motobancas to capsize. However, the two (2) survivors managed to swim to the shoreline of said barangay while rescuers retrieved their respective bancas.

Survivors suffered slight physical injuries and returned to their residence for self medication. Estimated damages to property were approximately two thousand pesos (P 2,000.00).

Coast Guard Nabs Ten Thousand Peso Worth of Dried Marijuana Leaves

Elements of Coast Guard Detachment Danao confiscated a suspicious abandoned small back pack bag containing two (2) packs concealed with packing tape as follows: one (1) pack of rolling papers and one (1) pack dried Marijuana leaves (Cannavinoids) weighting one (1) kilo with an estimated market value of ten thousand pesos (Php 10,000.00). The confiscation resulted from a Mandatory Pre-Departure Inspection (MPDI) conducted onboard LCT Filipinas Mabuhay, a steel hulled RoRo type vessel of 276.56 GT/447.60 NT homeported Cebu, skippered by Capt Nestor Potane (D3) owned/operated by Simpol Shipping Corporation while docked at Carmen Wharf, Carmen, Cebu prior departure bound for Albuera, Leyte.

Coast Guard Detachment Danao personnel granted a departure clearance to subject vessel bound for Albuera, Leyte on September 2, 2009 at 9:15 AM, with eleven (11) non-paying passengers and ten (10) rolling cargoes onboard. The confiscated items were turned-over to Coast Guard Station Cebu for safekeeping.

Dead Passenger Onboard Super Ferry-1

One passenger onboard Super Ferry-1 was found lifeless by a fellow passenger while the vessel was navigating at vicinity Nasugbu, Batangas from Manila enroute to Davao City via Zamboanga and General Santos City on August 30, 2009 at 2:20 AM. The victim was identified as Dennis Dumindim, 38 years old and a resident of PNR Western Bicutan, Taguig, Metro Manila.

Coast Guard District Southeastern Mindanao Commander Rodolfo D Isorena disclosed that a certain Daniel B Delicana, Boarding Officer of Aboitiz Transport System Corporation, (ATSC) appeared to Coast Guard Station Gensan on September 1, 2009 at 11:25 AM reporting the said incident.

According to Delicana, the victim was observed by his bunkmate Emilenda Tado that his feet are trembling. She then reported her observation to a passing off duty steward who in turn informed the ships clinic by ships medical team and conducted cardio-pulmonary resuscitation for about 20 minutes. However, the victim was declared dead by pulmonary arrest probably cerebrovascular accident to consider hemorrhagic, hypertension.

The cadaver was turned over to the family of the victim upon arrival at Macau Wharf, General Santos City on August 31, 2009 at 7:30 PM for proper disposition.


HEADQUARTERS, PHILIPPINE COAST GUARD "UPDATES ON THE AGROUNDED MOTOR TANKER SHIRLY ANN"

Coast Guard Commandant Admiral Wilfredo Tamayo directed today Coast Guard Central Vizayas District Commander Comodore Rolando Dizon to closely monitor the retraction of Motor Tanker Shirly Ann that ran aground last Saturday in Southern Leyte after its engine failed amid bad weather condition prevailing in the area.

Reports reaching Coast Guard Action Center in Manila disclosed that the crew waited for the high tide this morning and made several attempts to pull the tanker from the shallow reef. The operation was however unsuccessful as the ropes used to tow the tanker snapped.

Per coordination with Coast Guard station Maasin, the Captain of the motor tanker said that they intend to transfer their fuel cargoes to another tanker to lessen the weight and the risk on the integrity of the vessel. He said that their Company based in Cebu will be hiring another tanker to unload the fuel.

Admiral Wilfredo D Tamayo also directed the Marine Environmental Protection Command to assist in the fuel transfer operation and prepare the necessary marine pollution equipment in case oil spills during the operation. He added that the vessel is a double hulled vessel and compliant with the IMO regulations.

M/T Shirly Ann is carrying 230,000 liters of diesel when it ran aground on August 29, 2009 around past midnight at the vicinity of a marine sanctuary off Padre Burgos town in Southern Leyte. The 190-Ton tanker vessel owned by South Pole Corporation left the Petron depot in Mandaue City on August 28, 2009 enroute toLoreto Town, Dinagat Island, Visayas.

Coast Guard, JICA and JAMS to Hold Seminar on Hazardous and Noxious Substances

The Marine Environmental Protection Command of Philippine Coast Guard, in partnership with Japan International Cooperation Agency (JICA) and Japan Association of Maritime Safety (JAMS), will conduct a seminar on Hazardous and Noxious Substances (HNS) on 02 September 2009 at Diamond Hotel, Roxas Boulevard, Manila and an oil spill table-top exercise on 03 September 2009 at HPCG Wardroom. The table-top exercise will employ the Manila bay Oil Spill Contingency Plan (MBOSCP). Said activities are aimed at bringing together various stakeholders involved in handling and response to HNS spill incidents, and those tasks to support PCG in the implementation of MBOSCP.

Aside from the above-mentioned activities, JICA short-term experts will conduct several workshops related to HNS handling on 01 September and 09 September 2009 at CGETC, Farola Compound and CG District Batangas respectively. These series of activities are the commitment of JICA in support of this Command’s endeavor in establishing its technical and operational capabilities in HNS spill response. The partnership is also working together in the creation of an HNS Manual that will provide guidelines in chemical spill response operation. JICA experts with MEPCOM personnel will have a workshop on 04 September for the creation of the HNS manual.

There are eight (8) reported chemical-related incidents in the country. The most controversial is the sinking of MV Princess of the Stars that carried onboard 10,000 kg of endosulfan. The incident led to the temporary ban on the importation, distribution and use of endosulfan from Memorandum Circular 2009-02 on DENR issued on February 26, 2009 in pursuit of Section 5 of Executive Order No. 192 and Section 4 of the general provision of the rules and regulations of Republic Act No. 6969 or the Toxic Substances and Hazardous and Nuclear Wastes Control Act of 1990. Endosulfan is a highly toxic synthetic pesticide used on food and non-food crops, and in the Philippines in the pineapple export industry. Earlier, there were also the sinking of the chemical tanker Billy Star on 11 May 2006 at San Fernando, Romblon that carried onboard 1,270 metric tons of sulfuric acid and lates on 23 July 2009, MEPCOM and MEPGRU-NCR CL personnel responded to the reported leakage of an isotank containing 98% solution Nitric Acid on board M/V Triumph. The above-mentioned activities are timely because of the growing number of chemical-related incidents which makes it necessary to create a comprehensive plan on chemical spill response and a team of experts that will carry out these response operations.

The seminar on 14 September 2009 at Lotus Garden, Mabini Street, Manila will include a critique for future developments of such undertakings and the presentation of observations and evaluation of all the activities conducted. The culminating ceremony after the seminar will include the turnover of equipment used in the workshops as a donation from JAMS and JICA to PCG-MEPCOM which will augment the present training capability of the PCG.
