Notice is hereby given to all mariners and other parties concerned that:
1. Reference: Letter from Mr. Donji Q. Flores, Operations Manager, Supply Oilfield Services. Inc. dated July 10, 2014.
2. Shell Philippines Exploration B.V. (SPEX) is scheduled to conduct starting around the week of July 25, 2014 and for around 11-12 months their Malampaya Phase-3 Depletion Compression Project, as part of their petroleum development activities under Service Contract (SC) No. 63 with the Department of Energy (DOE), sea and weather permitting.
3. Accommodation Support Vessel (ASV) Safe Astiria, owned/operated by Prosafe Offshore Services Pte Ltd and contracted by SPEX to provide accommodation services in support of abovementioned Malampaya Phase-3 (MP3) Depletion Compression Project (DCP), shall be towed by EMAS Offshore Pte Ltd’s AHTS Lewek Petrel at a speed of approximately 4.0 to 5.0 knots, assisted by tow support/mooring vessel AHTS M/V Lewek Emerald, from Singapore, departing July 15, 2014 eariliest, to SC-38 Malampaya location Offshore Northwest Palawan ETA-MP3 DCP site week July 25,2014 earliest, sea weather permitting.

4. ASV Safe Astoria’s priminary MP3 DCP function is as flotel for providing project personnel accommodation support for offshore construction and maintenance campaigns. The principal means of transfer of personnel between her and an adject platform is via integral telescopic gangway or helicopter. She is specially designed for working close to a live offshore facility and is equipped with flammable gas detection and emergency move-off facilitiues. The gangway allows for a separation distance from an adjacent facility of approxiamately 100’ (30m).
5. The ASV Safe Astoria tow/passage route from Singapore, departing July 15, 2014 earliest, to SC-38 Malampaya Phase-3 Depletion Copression Project location Northwest Palawan (Latitude 11 degs 30 mins 51.82 secs North, Longitude 119 degs 07 mins 18.,62 East) ETA of July 25, 2014, sea weather permitting.
6. In this connection, all ships/watercrafts transiting the vicinity of the above-mentioned areas are advised to keep distance within 5 nautical miles away from the radius around ASV Safety Astoria Philippine tow route and SC-38 Malampaya Phase-3 Depletion Compression Project, and take necessary precautionary measures at all times.
