Probationary Ensign (P/ENS) Mischelle Balico PCG of Coast Guard District Southern Visayas (CGDSV) is a proud graduate of Mindanao State University in General Santos City. She earned her degree in Bachelor of Secondary Education, Major in English. She is a consistent academic achiever and maintained an academic scholarship throughout her tertiary education, demonstrating her dedication to excellence and lifelong learning.

P/ENS Balico began her Coast Guard career in 2010 as an enlisted personnel. Throughout her service, she took on key assignments, including Philippine Coast Guard (PCG) Headquarters, Coast Guard District Western Visayas and Coast Guard Human Resource Management Command. These experiences provided her with a strong foundation in operations, personnel management, and training.

In 2024, seeking career growth and greater responsibility, P/ENS Balico pursued her dream of becoming a commissioned officer. She joined Cost Guard Officers' Course Class 30-2023 and graduated at the top of her class, a testament to her unwavering commitment and perseverance. This achievement led to her current assignment at the CGDSV, where she serves as the Assistant Deputy Chief of District Staff for Human Resource Management and the Gender and Development (GAD) Focal Person.

In these roles, she continues to advocate for inclusivity, leadership development, and the empowerment of personnel under her guidance.
