30 year old caretaker and welder of M/V Vela 3 identified as Mr Romeo Decipulo, a resident of Barangay Tallungan, Aparri, Cagayan drown and subsequently died after swimming in the waters of Cagayan River under the influence of liquor on January 06, 2015.

Reports from Coast Guard District Northeastern Luzon disclosed that a certain Mr Romer Abarientos reported the incident on January 6 at 3:10 PM.

At 3:16 in the afternoon, Coast Guard Station Aparri dispatched a SAR team to conduct search and rescue operations to Decipulo. The team successfully retrieved Decipulo at 4:25 PM of same date. Coast Guard Medical personnel conducted continuous Cardio Pulmonary Resuscitation (CPR) to revive the victim while on their way to Aparri District Hospital but to no avail. Decipulo was declared dead on arrival bt Dra. Shyneth Batara, Medical officer on duty.

The cadaver was subsequently turned-over to his wife Mrs. Felexi Decipulo and to Barangay Tallungan Captain Marlon Abuyuan for proper disposition.
