The Office of the Deputy Chief of Coast Guard Staff for Strategic Studies and Modernization, CG-15, conducted the PCG-ISG Modernization Preparation Workshop in Binondo, Manila, from 16 to 18 May 2023.

The workshop introduced the concepts of capability-based planning and the Doctrine-Organization-Training-Materiel-Personnel-Leadership-Facilities (DOTMPLF) capability development framework to the Deputies and planning officers of Coast Guard major commands, functional staff, and districts.

The US-Based Institute for Security Governance tapped experts to provide lectures on capability-based planning and the DOTMPLF framework.

These covered the baseline for the workshop proper, where participants reviewed and assigned primary and secondary missions to the capabilities listed in the PCG Acquisition Plan. They also examined elements in the DOTMPLF that need to be prioritized in these capabilities.

The exercise also highlighted the importance of operational requirements as a primary driver of capability acquisition, as capability development is not only about buying equipment but also requires training, facilities, and organization.

PCG Deputy Commandant for Administration, CG Vice Admiral Ronnie Gil Gavan, the leading advocate of a Defense System of Management (DSOM) and DOTMPLF in the PCG, graced the closing ceremony.
