The Headquarters Coast Guard District Northwestern Luzon was established on 03 February 1984 and was also known as the seventh Coast Guard district covering Regions I and II.  

The 7th Coast Guard District was renamed as Headquarters Coast Guard District Northern Luzon then Headquarters Coast Guard Northern Luzon Command on August 2007.

It was renamed back to Headquarters Coast Guard District Northern Luzon (HCGDNLZN) on 19 November 2007 with an area of responsibility comprising the provinces of Pangasinan, La Union, Ilocos Sur, Ilocos Norte, Cagayan, Isabela, Quirino, Aurora and Batanes Group of Islands.

On 06 September 2011, HCGDNLZN was divided into two districts namely: Headquarters Coast Guard District Northwestern Luzon based in La Union covering Region I and the Cordillera Administrative Region (CAR) and Headquarters Coast Guard District Northeastern Luzon based in Aparri covering the whole of Region II. This is to further strengthen and strictly monitor the country’s coastal waters and to deliver more effective services to the sea-going public.    

At present, CGDNWLZN has four stations under its administrative and operational control such as Coast Guard Station Ilocos Norte, Coast Guard Station Ilocos Sur, Coast Guard Station La Union and Coast Guard Station Pangasinan.
