The Coast Guard District Southern Visayas is the 13th District of the Philippine Coast Guard (PCG) which was activated on 18 August 2017 and is located at the Port Area, Dumaguete City in Negros Oriental covering the entire province of Negros Island and Siquijor Island.

It has a total maritime area of 13,647.09 square kilometers, a coastline of 751.90 kilometers including 19 cities, 44 municipalities and 1,158 barangays. Under its operational and administrative control are three Coast Guard stations and 23 sub-stations.

Coast Guard District Southern Visayas was shaped and established mainly be-cause of three reasons:

1. The Tañon Strait is a passageway that separates Negros from Cebu and is about 100 miles long that connects the Visayan sea. The cities of San Carlos, Negros Occidental, Bais and Negros Oriental have deep water port facilities and are known for whale and dolphin watching.

Tañon Strait is known as the biggest marine protected area in the Philippines covering 521,018 hectares. It is five times larger than the more famous Tubbataha Reefs Natural Park having only 97,030 hectares.

This strait is rich in biodiversity that attracts a number of local and international tourists and explorers. It has also become a channel for international vessels who are calling to Visayan ports particularly in the central and southern part;

2. Building another PCG district aims to strengthen the capability of ensuring and safeguarding the coastal from step spill-overs coming from Mindanao and other imminent dangers; and

3. To secure tourists, locals and natives from any harm and threat. Southern Visayas where Negros provinces and Siquijor are co-located is believed to be the second largest Island next to Panay that caters heavy volume of sea traffic and tourists. Because of its friendly people and tourist attractions, an influx of tourists visiting Southern Visayas has reached to about 15,000 to hundreds of thousands every year.

The Anti-threat programs from the Southeastern of Negros Province and Siquijor led to the establishment of a Safety, Security and Environment Numbering (SSEN) system for all Philippine registered vessels/watercrafts to be administered by the PCG.

It is done by assigning a unique identification number for each vessels and/or water crafts in order to enhance marine environmental protection, maritime security and safety within the Philippine maritime domain. The SSEN system would prevent the use of vessels/watercrafts in various maritime infractions particularly piracy and terrorism.

With that, the National Headquarters Philippine Coast Guard activated the CGDSV, the 13th District of the PCG to primarily cater to the needs of the vast maritime jurisdiction of Negros Island and Siquijor provinces.

As the youngest established PCG District, CGDSV further aims to provide better service in ensuring the promotion of safety of life and properties of the immense maritime public while propelling to the top together with other Coast Guard districts.
