For the first time in the Philippine Coast Guard (PCG) history, PCG Commandant, CG Admiral Artemio M Abu called for a comprehensive meeting with the PCG Auxiliary Executive Squadron (PCGA-ES) to present and discuss his six-point agenda for the civilian volunteer arm at the National Headquarters, Port Area, Manila yesterday, 22 March 2022.

1. AUTHORITY OF PCG COMMANDANT OVER PCGA-ES

The PCGA-ES shall be under the supervision and control of the PCG Commandant, including the conferment of the rank of “Auxiliary Commodore” and disenrollment of the members, as deemed necessary.

2. CONDUCT OF QUARTERLY MEETING

The PCGA-ES shall schedule a quarterly meeting with its members to discuss plans, programs, and activities to become a committed and reliable partner of the PCG.

3. INDOCTRINATION OF MEMBERS

The Office of the Deputy Chief of Coast Guard Staff, CG-7 shall coordinate and work with the PCGA-ES for the indoctrination of PCGA-ES members who are not yet indoctrinated.

4. NEW PCGA REGULATIONS MANUAL

The revised PCGA Regulations Manual series of 2012 promulgated on 06 September 2021 shall serve as the main guide in handling PCGA matters.

5. DEVOTION OF TIME, TREASURE, AND TALENT

CG Admiral Abu reminded PCGA members of their commitment to devote time, treasure, and talent when they took oath as part of the civilian volunteer arm of the PCG. Hence, he encouraged them to make time so they could participate in PCG and PCGA activities, help and donate during humanitarian assistance and disaster response operations, and offer their talents to support the efficient implementation of Coast Guard mandates.

6. CREATION OF LUZON, VISAYAS, AND MINDANAO CHAPTERS

The Coast Guard Commandant has instructed to study the creation of PCGA chapters in three major regions of the country to provide leadership, harmonize efforts, and expedite the implementation of PCGA plans, programs, and activities.

During his speech, CG Admiral Abu assured that he will fully support the PCGA-ES in the implementation of the six-point agenda.

“I want the PCG and the PCGA to become symbols of hope and sources of national pride. Through the six-point agenda, I intend to transform the PCGA into a committed and reliable partner of the PCG, with members who carry their ranks with value, respect, and dignity,” CG Admiral Abu expressed.

“To the members of the PCGA Executive Squadron, I urge you to have a deep understanding of your duties and responsibilities. Serve as role models of unity, discipline, competence, and common understanding for this will motivate and inspire communities to take part and be of great help to the PCG in achieving its missions,” he furthered.

PCGA National Director, Auxiliary Vice Admiral Manuel Luis P Idquival joined the meeting and delivered guidance to the PCGA-ES members who were composed of representatives from the business community, academe, national government agencies, local government units, and legislators. Members from Visayas and Mindanao also participated via video teleconference.

Also present during the meeting initiated and organized by the National Headquarters were Commander of Coast Guard Civil Relations Service, CG Rear Admiral Juan Manuel Ramos; Chief of Coast Guard Staff, CG Commodore Tito Alvin Andal; Commander of Coast Guard Public Affairs, CG Commodore Armando Balilo; and other Central Staff.
