Notice is hereby given to all mariners and other parties concerned that:

1.Reference: Letter from Mr. Roberto R Del Rosario Agency Manager of Royal Cargo Combine Logistics, Inc. dated January 13, 2015 and January 19, 2015 (DOE-SC 38 Malampaya Phase 3 Project).

2.Shell Philippines Explorations B.V. constructed a Depletion Compression Platform (DSP) under the Phase 3 of the Malampaya Deep Water Gas to Power Project (“Malampaya Project”) at the Keppel Shipyard in Subic, Zambales. The DCP will be ready for departure from Keppel Shipyard to the designated anchorage area at Subic Bay around the week of January 27, 2015 for float-out and mooring activities and it will be towed from Subic Bay to Northwest Palawan a week after and will be linked to the existing Malampaya Shallow Water Platform (MSWP).

3.Prior to the actual tow out of the DCP, 2 mooring anchors shall be dropped at Malampaya site during period between January 23 to 28, 2015.These anchors shall be needed for the DCP’s stability and safety. They shall be brought to Malampaya by one of the anchor handling tugs, Marty Quist Tide and the 2 (two) anchors that shall be dropped on following locations:

4.The “Boskalis International Inc.”, Philippine agent, will undertake the towing operations of newly  constructed DCP utilizing the Anchor Handling Tugs (AHTs) “Marty Quist Tide” (MARINA Special Permit Nr DSO-003-2015 07 January 2015) and “William Croyle II” (MARINA Special Permit Nr DSO-002-2015 dated 06 January 2015) and assisted by MV “Lewek Emerald” (MARINA Special Permit Nr DSO-059-2014 dated 23 December 2014) and MV “Lewek Petrel” (MARINA Special Permit Nr DSO-060-2014 dated 23 December 2014). The DCP will be towed at approximately 4.0 knots and restricted in her ability to maneuver and divert her course.

5.In this connection, all ships/watercrafts transiting in the vicinity of towing operations are advised to maintain a safe distance of 1 nautical mile away from the platform towing route and take necessary precautionary measures at all times.
