CG VADM EDUARDO DACOCO FABRICANTE was born on 15 October 1966 in Tigaon, Camarines Sur. He finished his basic and secondary education at Tigaon North Central School as the First Honorable Mention, and Saint Paul Academy-Goa as the class Salutatorian. He took his tertiary education at the University of Nueva Caceres-Naga City under the Bachelor of Science in Civil Engineering program from 1983 to 1985. Thereafter, he pursued the armed service career when he entered the Philippine Military Academy (PMA). He completed his Bachelor of Science degree in the prestigious institution and graduated in the upper quartile of PMA “Makatao” Class of 1989. In 2001, he finished his post graduate studies on Master of Science in Maritime Affairs with specialization on Maritime Safety and Environmental Protection (MSc, MSEP) at the renowned World Maritime University (WMU) in Malmo, Sweden.

CG VADM FABRICANTE successfully participated in various local and international maritime trainings namely, the Marine Structural Integrity Program (MSIP) 1 Training on Aids to Navigation in Japan in 1994; Viking Inflatable Life Raft Seminar in Esbjerg, Denmark in 2000; and the Training Course on Visual Aids to Navigation in Malaca, Singapore in 2003, to name a few.

For more than 36 years in active service, CG VADM FABRICANTE held various positions of major responsibility in the Philippine Navy (PN) and Philippine Coast Guard (PCG). He started as a commissioned Officer in the Philippine Navy on 19 February 1989. He had served his junior billets aboard BRP RIZAL (PS-74) as the Mess and Supply Officer, BRP ILOILO (PS-32) as the Deck and Gunnery Officer, and BRP DATU MARIKUDO (PS-23) as the Engineering and Damage Control Officer. In 1992, he has joined the Philippine Coast Guard and completed his Executive Officer tour onboard BRP CORREGIDOR (AE-89). He eventually commanded Bureau of Fisheries and Aquatic Resources (BFAR) Vessel MCS 3004 which was awarded with Ship of the Year category. He also commanded several PCG-commissioned vessels namely, BRP ILOCOS NORTE (SARV 3501), BRP SAN JUAN (SARV 001) and BRP EDSA (SARV 002). He was then the Commanding Officer of SARV 001 when he earned the most coveted Command-at Sea Badge. BRP San Juan is likewise adjudged as the Ship of the Year.

CG VADM FABRICANTE served as the Commander of several Coast Guard Stations namely, Coast Guard Station Mercedes, Coast Guard Station Roxas, Coast Guard Station Legazpi and Coast Guard Station Iloilo. CGS Legazpi was awarded as Station "B" of the Year while CGS Iloilo was awarded Station "A" of the Year for three (3) consecutive years under CG VADM FABRICANTE’s leadership. Further, he became the Deputy District Commander of the Coast Guard Visayas Area Command, now Coast Guard District Central Visayas and Coast Guard District Western Visayas. He assumed the position of District Commander of Coast Guard District Bicol from 03 November 2016 to 19 January 2018.

In 2020, he was tasked to spearhead the Task Force Bayanihan for Returning Overseas Filipinos (TF-BROF), the frontline group of the PCG in support to the National Government's fight against the COVID-19 pandemic. Since then, TF-BROF has ensured the safe, swift, and convenient repatriation of OFWs and other returning overseas Filipinos.

The awards and decorations on CG VADM FABRICANTE’s uniform symbolizes the Patriotic, Compassionate, and God-fearing service which he renders for the country. He is a recipient of numerous awards and commendations namely, twenty-three (23) Coast Guard Merit Medals, two (2) Coast Guard Bronze Cross Medals and Ribbons, three (3) Coast Guard Search and Rescue Medals and Ribbons, three (3) Presidential Unit Citations, six (6) Coast Guard Distinguished Service Medals, eight (8) Coast Guard Superior Achievement Medals and Ribbons, three (3) Outstanding Achievement Medals and Ribbons, and Scores of Plaques and Certificates both from the Government and Private Sectors. He is also a recipient of the prestigious PMA Cavalier Award for Coast Guard Operations in 2016 at the Philippine Military Academy.

Prior to his current designation as the highest commanding Officer of the Philippine Coast Guard, he was designated as the Deputy Commandant for Operations, the Deputy Commandant for Administration, the Commander of Maritime Safety Services Command, the Commander of the Guard Surface Support Force, now Coast Guard Fleet, and as the Chief of Coast Guard Staff.

CG VADM FABRICANTE is happily married to Maria Melanie Timbol Fabricante. They are blessed with five (5) beautiful children namely, the late John Edward T Fabricante, Jonathan T Fabricante, John Paul Fabricante, Joshua T Fabricante and Joanna Mae T Fabricante.
