The nine newly promoted Philippine Coast Guard (PCG) Commodores are scheduled to take an oath before Department of Transportation - DOTr Secretary Arthur P. Tugade tomorrow, 03 February 2022.
President Rodrigo Roa Duterte has promoted nine PCG Captains to the next higher rank of ‘Commodore’ based on the recommendation of DOTr Secretary Tugade. In the transmittal papers sent by the Office of the President to the Office of the Transportation Secretary on 25 January 2022, the Chief Executive approved the promotion of:

CG Commodore Supangan is the current Chief of Fleet Staff of the Coast Guard Fleet. Before the said designation, he served as Commander of Port State Control Center Manila under the Coast Guard District NCR – Central Luzon and Head of Academic Group under the Coast Guard Education, Training, and Doctrine Command - CGETDC. He also worked as Staff for Maritime Safety - CG-8, Secretary Coast Guard Staff - SCGS, and Coast Guard Adjutant at the National Headquarters. He is one of the distinguished ‘Command at Sea’ Badge holders in the Coast Guard service as he commanded BRP Ilocos Norte - SARV-3501, BRP Nueva Vizcaya - SARV-3502, BRP Davao Del Norte - SARV-3504, BRP Malapascua - MRRV-4403, DA-BFAR MCS-3006, BRP Lapu-Lapu - MMOV-5001, and BRP Corregidor - AE-891. A member of Philippine Military Academy (PMA) Class 1995, CG Commodore Supangan pursued a Master of Science Degree in Maritime Affairs, specializing in Marine Environment and Ocean Management as a Sasakawa fellow of the Nippon Foundation and earned the post-graduate degree from the World Maritime University - WMU in Malmö, Sweden in 2008. CG Commodore Supangan is married to Mrs. Christine Dela Cruz Supangan and is blessed with three children: Meline, Sophia and Ronin.
CG Commodore Gines acts as the Commander of the Coast Guard District Eastern Visayas after serving as Deputy Chief of Coast Guard Staff for Operations. He also headed the Coast Guard Special Operations Group. CG Commodore Gines earned the most coveted ‘Command at Sea’ Badge as he commanded various Coast Guard vessels, including BRP Cape San Agustin - MRRV-4408, BRP Tubbataha - MRRV-4401, BRP Ilocos Norte - SARV-3501, DA-BFAR MCS-3009, and DA-BFAR MCS-3007. A member of PMA Class of 1996, CG Commodore Gines finished his Master of Arts in Security Studies specializing in Homeland Security and Defense at National Postgraduate School, Monterey, California, USA and his Bachelor of Laws in Arellano University School of Law. CG Commodore Gines is a dedicated husband to his spouse, Mrs. Moneza and a loving father to his two children: Mavrnz Victah and Marco Fernando.
CG Commodore Cay serves as Deputy Chief of Coast Guard Staff for Human Resource Management - CG-1. Before such, she was assigned as the Philippine Secondee to the Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia – Information Sharing Centre - ReCAAP – ISC in Singapore from June 2019 to January 2020. Her previous notable designations were Superintendent, Coast Guard Officers School; Director, Real Estate Management Office; Deputy Chief of Coast Guard Staff For Education and Training - CG-12; Commander, Coast Guard Gender and Development, and Deputy Chief of Coast Guard Staff for Maritime Security Services - CG-14. She pursued Bachelor of Laws at the University of Manila and was conferred by the WMU with a degree of Master of Science Specializing in Maritime Law and Policy. CG Commodore Cay entered the uniformed service by joining the Armed Forces of the Philippines - AFPs’ Technical Service Officer’s Course Class 09 – 1994 at Camp Capinpin, Tanay Rizal.
CG Commodore De Luna is now the Deputy Commander of the Coast Guard Fleet. His previous designations included District Commander of the Coast Guard District Southern Visayas; Deputy District Commander of the Coast Guard District Eastern Visayas and Coast Guard District Bicol; as well as Station Commander of the Coast Guard Station Ormoc and Coast Guard Station Bicol. He successfully commanded several patrol and surveillance vessels namely; DA BFAR MCS-3003 and BRP Davao Del Norte (SARV-3504), BRP Edsa (SARV-002), and BRP San Juan (SARV-001) and recently BRP Romblon (SARV-3503). His years at sea garnered him many various recognitions and commendations which includes the most coveted ‘Command at Sea’ Badge in 2016. He entered the uniformed service by joining the AFP’s Officer Candidate School Class 11 – 1994 at Camp Capinpin, Tanay, Rizal in 1993. He is a graduate of 137th Naval Officer Qualification Course Alfa (NOQC “A”) at the Naval Education Training Command (NETC) in San Antonio, Zambales. CG Commodore De Luna is happily married to Mrs. Elisa Delfin Pangilinan and blessed with equally loving five children namely: Claude Edward, Claudine, Eduardo III, Clarissa, and Eduardo Archilles.
CG Commodore Pereyra is designated as the 13th Deputy Chief of Coast Guard Staff for Civil Relations Service - CG-7. She was also appointed as Chief of Staff of the Coast Guard Fleet, Assistant Deputy Chief of Coast Guard Staff for Intelligence Security and Law Enforcement - ISLEN under the Deputy Chief of Coast Guard Staff for Intelligence (CG-2), Deputy Chief of Coast Guard Staff for Maritime Security Services - CG-14, Chief of Staff of Maritime Security Command, Acting Commander of the Coast Guard Internal Audit, and the PCG’s focal person in ReCAAP – ISC. CG Commodore Pereyra completed her Public Safety Officer Senior Executive Course - PSOSEC from the Philippine Public Safety College / National Police College and Master’s Degree in Public Management Major in Development and Security - MPM DevSec from the Development Academy of the Philippines - DAP in 2017. She earned her degree in Bachelor of Arts in Political Science from the University of the East and graduated Bachelor of Laws at the same university in 1988 and 1995, respectively. CG Commodore Pereyra entered the uniformed service by joining the AFP’s Technical Service Officer’s Course at Camp Capinpin, Tanay Rizal in 1996.
CG Commodore Isaac holds the position of Deputy Commander, Coast Guard Inspector General and Internal Affairs Service, as well as Acting Provost Marshal General. During her earlier years in service, she served as the Deputy Chief of Staff for Human Resources, Head of the CGETDC Doctrine Division, Coast Guard Adjutant and became the first female officer assigned as Deputy Station Commander of the Coast Guard Station Manila, one of the largest Coast Guard Stations in the NCR. She pursued Bachelor of Laws at the University of Manila and completed her Master’s Degree in Maritime Affairs at the WMU in 2017. CG Commodore Isaac started her military career in 1994 as a member of the AFP’s Technical Service Officer’s Course at Camp Capinpin, Tanay, Rizal. She is a loving wife to Philippine Army (PA) Colonel Emmanuel Isaac -Ret and a doting mother to only child, Mariah Vianel.
CG Commodore Soria is the Commander of Coast Guard Aviation Force and a Rated Command Pilot for the BN Islander and Cessna Caravan 208b EX aircraft of the PCG. He spent more than 15 years performing different flight operations and sorties for the Coast Guard service. Aside from leading maritime domain awareness flights in the West Philippine Sea - WPS, he also led various air rescue and relief operations in support of the humanitarian and disaster response of the PCG. He also worked as Chief of Staff of the Coast Guard District Bicol and Coast Guard Station Sorsogon, as well as Air Station Commander of the first PCG air station, the Coast Guard Air Station Cebu. CG Commodore Soria is a proud member and the top student of Coast Guard Officer’s Course - CGOC Class 01 – 2000 “SINAGLAHI”, as well as the first CGOC graduate to attain a flag rank. CG Commodore earned his Master’s Degree in Maritime Policy at the University of Wollongong, New South Wales, Australia in 2015. CG Commodore Soria is married to Dr. Cherryl Bambao-Soria and blessed with three sons: David Christian, Darryl Phil, and Dylan James.
CG Commodore Viliran is the current District Commander of the Coast Guard District Palawan and served as District Commander of Eastern Visayas and Chief of the Weapons Branch under the Coast Guard Weapons, Communications, Electronics, and Information System Command - CGWCEISC. He pursued his career in the field of intelligence and honed his skills – starting from being an Admin & Logistics Officer under the CG-2, until he became the Field Station Commander of the Coast Guard District Northern Luzon, Coast Guard District Southern Tagalog, and Coast Guard District NCR – Central Luzon. After completing his junior billet, he was designated as the Deputy Commander of CG-2. CG Commodore Viliran also commanded vessels such as DA-BFAR MCS-3001, DA-BFAR MCS-3004, DA-BFAR MCS-3006, DA-BFAR MCS -3010, TB Habagat 271, BRP Ilocos Norte - SARV-3501, BRP Palawan - PG-64, BRP Kalinga - AE-89, and BRP Pampanga (SARV-003) – allowing him to earn the most coveted ‘Command at Sea’ Badge and the rare feat of being awarded the coveted Efficiency Award or the Ship of the Year for three consecutive years (2015, 2016, and 2017) in three different categories. CG Commodore Viliran earned Bachelor of Laws at San Sebastian College, Manila and Master’s Degree in Maritime Affairs on Maritime Law and Policy at the WMU and finally earning his Juris Doctor Degree in 2019. CG Commodore Viliran is a graduate of the AFP’s Technical Service Officer’s Course at Camp Capinpin, Tanay Rizal in 1994 and a member of 141st Naval Officer Qualification Course Bravo - NOQC “B” at Naval Education Training Command - NETC)in San Antonio, Zambales. He is married to Atty Ma. Pelita Dotado Viliran and blessed with three children, Daniel, Samantha, and Francine.
CG Commodore Ingel serves as Commander of the PCG Dental Service since April 2009. He attended Forensic Odontology and Disaster Victim Identification in Prince Philip University, Hong Kong in 2007 and took up Minor Oral Surgery Course at the Dental Collaborations, Oro-Maxillofacial, and Implantology Center at the Medical Center Manila in 2016. He finished his Masters in Public Administration with honors at the Manuel L. Quezon University - Manila and pursued Doctor of Dental Medicine at De Ocampo Memorial College - Manila. CG Commodore Ingel is married to Mary Ann V. Ingel and blessed with one son, Aljon and two daughters, Danah and Andeng.
