This Supplemental/Bid Bulletin No. 01-2021 is issued to include the following revisions and/or clarifications on some provisions of the Bidding Documents for the SUPPLY AND DELIVERY OF COMBAT CLOTHING AND INDIVIDUAL EQUIPMENT (CCIE) OF NEW RECRUITS. Consequently, this Supplemental/Bid Bulletin No. 02 shall form an integral part of the Contract

I.        REVISIONS AND/OR CLARIFICATIONS ON SOME PROVISIONS OF THE BIDDING DOCUMENTS FOR THE ABOVE-MENTIONED PROJECT:

A.        Section III. Bid Data Sheet

5.3

For this purpose, contracts similar to the Project shall be:

a.      Any contract for the Supply and Delivery of Combat Clothing and Equipment which includes supply and delivery of combat boots, belts and BDU.

 

b.      completed within five (5) years prior to the deadline for the submission and receipt of bids.

B.        Section VI. Schedule of Requirements

Section VI (Schedule of Requirements) of the Bidding Documents for the project is hereby amended as follows:

The delivery schedule expressed as weeks/months stipulates hereafter a delivery date which is the date of delivery to the project site.

The winning supplier shall submit within sixty (60) calendar days from the date of receipt of the Notice to Proceed (NTP) the “Passed” results for the Battle Dress Uniform (BDU) and Combat Boots from any of the following textile testing centers:

a.         Société Générale de Surveillance (SGS)

b.         Research and Development Center, Army Support Command, Philippine Army (RDC ASCOM)

c.         INTERTEK

d.         Philippine Textile Research Institute (PTRI).

Failure to submit the required “Passed” results within the prescribed timeline shall be a ground for the termination of the contract.

The supply and delivery of the required combat boots, belts and buckle and BDU (with HBT, Name and patches) shall be within ninety (90) days from receipt of the acceptable results provided by any of the above-mentioned testing centers.

C.        Section VII Technical Specifications

            Section VII Technical Specifications is hereby amended as follows

1.   Combat boots

Beige/Brown color, made of PU Leather or Genuine Cow Leather, High Cut Tactical padded collar, side zipper with Velcro straps. Slip-resistant rubber outer sole for grip and water-resistant inner lining.

Size

Actual measurement or sizes of the combat boots vary on the foot size of the person. The winning supplier shall use the US standard measurement for footwear.

The names and actual sizes of the PCG beneficiaries of the combat boots shall be provided to the winning supplier within sixty (60) calendar days from receipt of the NTP.

Zipper

Durable, flexible and suitable to be used for combat boots. “coil” zippers because they have a closing structure where the teeth resemble “coiled” plastic. This coiling structure allows the zipper to bend

well around curves. This makes them great for U-shaped openings in boat enclosures.

D.        Section VIII. Checklist of Technical and Financial Documents

The Checklist shall be amended as follows:

(h)        Two (2) samples for each item in accordance with the Technical Specifications without Logo; and

(i)         Latest textile test results of BDU undertaken within the least six months (6) and one (1) year for combat boots from the deadline for the Submission and Receipt of Bids, provided by any of the following textile testing centers:

·                Research and Development Center, Army Support Command, Philippine Army (RDC ASCOM)

·                INTERTEK

·                Philippine Textile Research Institute (PTRI)

 

(j)         Original duly signed Omnibus Sworn Statement (OSS);

and if applicable, Original Special Power of Attorney for sole proprietorships, Notarized Secretary’s Certificate/Board Partnership Resolution in case of a corporation, partnership, or cooperative; or Original Special Power of Attorney of all members of the joint venture giving full power and authority to its officer to sign the OSS and do acts to represent the Bidder.

Reminder: If the prospective bidder’s representative who will attend the Submission, Receipt, Opening and Preliminary Examination of Bids is different from the authorized representative to do, execute and perform any and all acts necessary and/or to represent the prospective bidder in the bidding, then the prospective bidder can include the name/s of said representative in the above-mentioned proofs of authorization (e.g., original copy of the duly notarized Secretary’s Certificate for corporations, Board/Partnership Resolution for partnerships, corporations, and/or joint ventures or an original copy of the Special Power of Attorney for sole proprietorships, whichever is applicable)

Will the end user will require the YKK brand for zipper?

No, any brand of zipper that is durable and flexible suitable to be used for combat boots. “coil” zippers because they have a closing structure where the teeth resemble “coiled” plastic. Similar contracts shall refer to any Supply and Delivery of combat boots, belts and BDU. Supply and delivery of bags shall not be considered as similar contracts.

Request for the extension of delivery schedule from 60 days to 90 days

Yes, the delivery schedule will change from 60 days to 90 days, considering the number body sizes that will be measured and BDU’s Combat Boots that will be manufactured

Is the project open for trading companies or local tailoring manufacturers or both?

It is open for both trading companies and local tailoring manufacturer since there is provision that states that it is prohibited for trading companies or local manufacturing. As long as the company meets financial and legal capabilities set forth.
