Philippine Coast Guard (PCG) Commandant, Admiral George V Ursabia Jr has commended Seaman Second Class (SN2) Julius Gibran Abundol III for exercising maximum tolerance during an encounter with an armed civilian who disguised himself as a disabled person on crutches to ask for money from passengers at the EDSA Carousel Ortigas Avenue Station at around 05:22 p.m. of 31 May 2021.

“SN2 Abundol modeled compassionate public service that I repeatedly urge our personnel to exercise. The armed civilian may have caused fear among the general public, but he remains a fellow Filipino who deserves compassion,” Admiral Ursabia expressed.

“Despite the danger of said incident, SN2 Abundol maintained his alertness and presence of mind, allowing him to successfully disarm the civilian, with the help of fellow I-ACT marshals. We applauded his exercise of maximum tolerance and compassion as he extended financial assistance to the civilian after the incident,” the Coast Guard Commandant added.

More than the modernization of assets and recruitment of additional manpower, Admiral Ursabia puts premium on the morality of Coast Guard officers and personnel for he believes that the PCG could only provide essential public service if it is anchored on patriotism, compassion, and fear of God.

The PCG, as an attached agency of the Department of Transportation - Philippines (DOTr), fully supports the InterAgency Council for Traffic - IACT in improving public transportation in Metro Manila. Deployed PCG personnel provide assistance in upholding the safety and security of the riding public and ensuring that they are able to experience comfortable and convenient travel, even amid the ongoing pandemic.
