Department of Transportation - Philippines (DOTr) Secretary Art Tugade led the donning and oath-taking ceremonies of newly-promoted PCG flag rank officers, CG REAR ADMIRAL JUAN MANUEL DF RAMOS JR and CG REAR ADMIRAL CHARLIE Q RANCES, yesterday, 12 October 2021.

CG Rear Admiral Ramos entered the Philippine Military Academy (PMA) in 1986 and graduated as a proud member of the “Tanglaw Diwa” Class of 1992.

He served as Commander of several Coast Guard stations before working as Deputy Chief of Coast Guard Staff for Comptrollership, Deputy Chief of Coast Guard Staff for Logistics, Commander of the Coast Guard Procurement Service, Deputy Chief of Coast Guard Staff for Maritime Communications, Weapons, Electronics, and Information System, and Deputy Chief of Coast Guard Staff for Civil Relation Service.

CG Rear Admiral Ramos also headed the PCG's Marine Environmental Protection Command and Maritime Safety Services Command.

Amid the COVID-19 pandemic, he was assigned as the Commander of the Task Force Bayanihan Returning Overseas Filipinos (TFBROF) before being appointed as the Commander of the Coast Guard Human Resource Management Command to ensure the safe, secure, and successful conduct of the nationwide recruitment of thousands of PCG personnel this year.

Meanwhile, CG Rear Admiral Rances graduated as a proud member of the PMA “Maalab” Class of 1993.

CG Rear Admiral Rances assumed numerous posts on personnel administration, intelligence, operations, and logistics at the National Headquarters and various Coast Guard units.

In his more than seven years of sea service experience, he served as Commanding Officer of BRP Malabrigo (MRRV-4402) and BRP Pampanga (SARV-003), as well as PCG-manned BFAR vessels, MCS-3002 and MCS-3007. His commendable leadership aboard the said vessels earned him the most coveted ‘Command at Sea’ badge.

Moreover, CG Rear Admiral Rances served as Commander of Coast Guard District North-Eastern Luzon and Coast Guard District North Western Luzon. He also ensured the health and safety of thousands of returning overseas Filipinos as the Deputy Commander of TFBROF in 2020 before assuming his current post as the Commander of Coast Guard District NCR – Central Luzon.

Also present during the low-key ceremonies were PCG Commandant, CG Vice Admiral Leopoldo V Laroya and spouses of the honorees, Mrs. Hazel Ramos and Mrs. Arlene Dunan Rances.
