The Philippine Coast Guard (PCG) joined the conductΒ of a re-survey as part of the Shoreline Clean-up and Assessment Technique (SCAT) in Pola, Oriental Mindoro, on 23 March 2023.

During SCAT, Coast Guard personnel documented and verified the shoreline oiling conditions, spill's impacts on miles of affected shoreline, clean-up effectiveness, and final evaluation of shorelines to ensure they meet clean-up endpoints.

CG Lieutenant Junior Grade (LTJG) Gerald Cordero discussed the endpoints to measure the condition of environments to the representatives of each barangay in Pola.

The team collected water samples at the shorelines of nine barangays in Pola and two barangays in Naujan to measure the level of contamination and condition of the shoreline.

The team recorded the following endpoints to support decision-making in monitoring the effectiveness of clean-up, conducting post-cleanup inspections, and final evaluation of clean-up activities:

1. No visible oil floating in the water;

2. No oil rubbing off on people or boats;

3. No visible oil on the surface substrate;

4. No subsurface oil layers in pits dug into the shore;

5. No mobile oil on the subsurface;

6. No oiled debris;

7. No pronounced smell/odor of oil;

8. A negative result of the Hydrogen sulfide test;

9. No oiled dead animals are present inshore; and

10. Passed the water quality standards set forth by Department Administrative Order 2016-08 in compliance with Republic Act 9275, or the Philippine Clean Water Act of 2004.

The Department of Environment and Natural Resources-Environmental Management Bureau (DENR-EMB), Mr. Aloysius Angelus John Bandoy, French expert, Mr. Mikael Laurent of CedrΓ©, and LGU representatives participated in the operation.
