The men and women of the Philippine Coast Guard (PCG) express their sincere condolences to the bereaved family of CG Apprentice Seaman (ASN) Mori Caguay, who passed away following another incident during the Water Search and Rescue (WASAR) training in Sangley Point, Cavite.
According to the Maritime Safety Services Command (MSSC), the incident occurred around 7:53AM on 16 November 2023 while CG ASN Caguay and his fellow WASAR trainees were undergoing lifesaving scenarios.
CG ASN Caguay was swimming towards a rubber boat, but after a minute, the training staff noticed he was unresponsive. Two Coast Guard medical personnel conducted a rescue operation and basic life support (BLS).
CG ASN Caguay remained unresponsive after three minutes of continuous BLS around 7:57AM. Hence, he was brought to the nearest hospital and safely arrived around 8:05AM for medical assistance.
However, the attending physician declared his death on Monday, 20 November 2023.
PCG Commandant, CG Admiral Ronnie Gil L Gavan, has assured the family that the investigation will be conducted with utmost neutrality to identify the aspects of the WASAR training that need to be improved.
If proven guilty, concerned PCG personnel will also be given appropriate punishment and penalties following the Coast Guard's prevailing laws and regulations.
More importantly, the Coast Guard Commandant directed the Coast Guard Inspector General and Internal Affairs Service to collaborate with the National Bureau of Investigation (NBI) and be transparent in reviewing, addressing, and investigating the incident.
