MANILA, PHILIPPINES. (05 June 2019) - The Philippine Coast Guard (PCG) through the Office of the Deputy Chief of Coast Guard Staff for Marine Environmental Protection, CG-9 and Marine Environmental Protection Command (MEPCOM) in partnership with the UP National College of Public Administration and Governance (UP-NCPAG) hosted a three-day training program on Policy Development and Analysis at the Bayview Park Hotel, Manila from 28 to 30 May 2019.

The training program is tailored-fit for the PCG personnel handling International Maritime Organization Conventions under the PCG review. It is designed to equip the participants with essential policy development and analysis and develop their analytical thinking skills in dissecting policies.

The training program was also conducted by the PCG to ensure adherence to the goal of the Inter-Agency Coordinating Committee on the Ratification and Implementation of Maritime Conventions (ICCRIMC) to review and evaluate international conventions that will benefit the country.

The experts were headed by Dr. Ebinezer R Florano, OIC-Dean of UP-NCPAG with Professor Dan A. Saguil, Atty. Catherine S. Panaguiton and Lieutenant Commander Carmelo A Inocado PN that presented lectures on policy development and analysis, briefer on selected IMO conventions and PCG’s role in its implementation.
