Coast Guard K9 dog Chelsea one of the Coast Guard's Explosive Detection Dogs (EDD) positively detected two (2) sacks of unidentified items which later found to be fireworks and pyrotechnics during the conduct of panelling and sanitation to the passengers and cargoes of M/V "Joyful Stars" bound for Ormoc last August 9.
Said cargoes were carried by a porter named Mr Erwin Whaing Sulmalinog, who disclosed that two persons handed over said cargoes outside the gate of Cebu Port Authority (CPA).
Two (2) individuals appeared at Coast Guard District Central Visayas (CGDCV) claiming said items but failed to show necessary documents. Initial investigation revealed, that a certain Andrew Macias of Ormoc City, ordered said fireworks for resale.

101 pieces of squib (red-orange fuse)
20 pieces of assorted 4-inches Bombshell
14 pieces of black powder head (comet color)
10 pieces of assorted 3-inches Bombshell
6 boxes of 25 shot comets
1 box of 100 shot AB (honorable)
1 box of 100 shot AB (prosperous)
Coast Guard K9 Central Visayas and Coast Guard Station Cebu confiscated the items in accordance with Maritime Authority and Industry (MARINA) Memorandum Circular 147, Rules on Compliance with Clearance Requirements for Vehicles, Animals, Plants, Forest Products, Minerals, Mineral Products, Toxic and Hazardous Materials to be loaded on board Inter-Island Ships and for possible filing of criminal charges in court for violation of Republic Act 7183 and its Implementing Rules and Regulations (IRR) an act regulating the sale, manufacture, distribution and use of firecrackers and other pyrotechnic devices.
