PCG: President Rodrigo Roa Duterte promoted Rear Admiral Joel S Garcia PCG, Ph.D., H.D., Al-Haj, Deputy Commandant for Administration and Rear Admiral Rolado D Legaspi PCG, Deputy Commandant for Operations to the next higher rank of Vice Admiral.
In a transmittal letter addressed to Secretary Arthur P Tugade of the Department of Transportation, the President has approved the promotion of the two deputies effective 08 November 2018.
Rear Admiral Garcia is a graduate of Philippine Merchant Marine Academy (PMMA) class of 1985 and also the present Director of National Coast Watch Center (NCWC) while Rear Admiral Legaspi is a member of Philippine Military Academy (PMA), “Hinirang” class of 1987.
