PCG: A Chinese-flagged vessel, manned by 14 Filipinos and 13 Chinese crew, was apprehended by the Coast Guard last Sunday for unauthorized mineral exploration and 16 other violations.
MV Yue Hue Zhou Ho 8998 was found by the personnel of Coast Guard Sub-Station (CGSS) Tagoloan conducting dredging operations in Tagoloan River, Misamis Oriental.
Investigation revealed, however, that said vessel was allowed by MARINA to navigate only between Butuan and Cagayan de Oro.
The Vessel Safety Enforcement Inspection team found out that MV Yue Hue Zhou Ho 8998 diverted from its course and headed to Tagoloan for dredging operations.
CGSS Tagoloan immediately informed Coast Guard Station (CGS) Cagayan de Oro and both units apprehended the foreign-flagged ship.
Meanwhile, the Coast Guard VSEI team and PNP Tagoloan discovered that nine Chinese and a Filipino crew were excluded in the ship's manning certificate.
Moreover, the vessel owner, Tomas Wong, tried to escape using their service boat but was immediately intercepted by the VSEI team.
The VSEI team issued Enforcement Inspection Apprehension Report (EIAR) and Certificate of Inspection (COI) signed by Rodolfo M Gabinete, captain of the vessel.
VSEI team also advised the captain of the vessel to transfer to Gracia anchorage area for the safety of the vessel and her crew.
On the same date, Coast Guard VSEI team turned - over the 13 Chinese Nationals, one sounder, 15 small bags of black sand and another sack of sand to the PNP Tagoloan for proper filing of case in violation of RA 7942 – “An Act Instituting A New System Of Mineral Resources Exploration, Development, Utilization And Conservation.”
The VSEI team also noted the following detainable deficiencies onboard; No Accreditation Cert Of Chemical Dispersant- M 06-12, No Accreditation Cert Of Oil Water Separator- Mc 06-12, No Certificate Of Stability –Mc 06-12, No Load line Certificate - Mc 06-12, No Document Of Compliance- Mc 06-12, Lack One (1) Binocular- Mc 06-12, No Shipboard Oil Pollution Emergency Plan (Sopep) Mc 06-12, No Ship Sanitation Control Certificate – Mc 06-12, No Safety Management Certificate-Mc 06-12, No Fire Control Plan –Mc 06-12, No Permit To Operate –Mc 06-12, No Coastwise License- Mc 06-12, No International Sewage Pollution Prevention Cert (Isppc) –Mc 06-12, No International Oil Pollution Prevention Cert –Mc 06-12, No Wooden Scupper Plug Onboard –Mc 06-12.
